Alabama

The best value school in Alabama is Auburn University, where tuition is $10,526 per year. Alabama participates in the Academic Common Market, which offers students in other southern US states access to Alabama degree programs at resident tuition rates.1 The Academic Common Market offers a searchable inventory of approved programs offered by schools in member states, including Alabama.2 The Southern Regional Education Board’s Electronic Campus is a website dedicated to matching students with online courses or programs to work towards educational or professional development.3
Alaska
At $21,216, University of Alaska Fairbanks is an affordable option for distance learning students in Alaska. Students in 15 western US states can enroll in Alaska online programs at reduced rates through the Western Undergraduate Exchange, the Professional Student Exchange Program, and the Western Regional Graduate Program.4 Alaska students who graduate in the top ten percent of their high school class receive the UA Scholars Award, a $12,000 scholarship that can be used to attend any of the 15 University of Alaska System campuses.5
Arizona
The average tuition of Arizona's 4 best online colleges is $16,550. The most affordable school is Arizona Christian University, which charges $10,200 per year in annual tuition. The best value school in Arizona is Arizona State University, where tuition is $10,710 per year. Distance education students from 16 other Western region states can benefit from reduced rates at participating Arizona programs through a regional student exchange agreement.6 The Arizona Shared Unique Number System helps students identify courses that will be easily transferable to other colleges and universities in the state.7
Arkansas

Arkansas residents can use the state’s YOUniversal Scholarship Management System to search and apply for college scholarships.8 Residents of 15 southern US states can enroll in certain Arkansas degree programs at reduced tuition rates through the Southern Regional Education Board’s Academic Common Market and Electronic Campus.9
California
The average tuition of California's 25 best online colleges is $15,023. The most affordable school is California State University-Stanislaus, which charges $5,742 per year in annual tuition. The best value school in California is Golden Gate University, where tuition is $20,460 per year. California is one of 16 states that belong to the Western Interstate Commission for Higher Education (WICHE). Students who live in a WICHE member state can use the student exchange programs to find a program and request a tuition rate no more than 150 percent higher than the California resident rate.10 The Cal Grant program awards offer need- and merit-based grants to California high school seniors, graduates, and community college students.11 The California Dream Act grants resident status to students who are undocumented immigrants, enabling them to qualify for resident tuition at California schools and access state grants and scholarships.12
Colorado

Colorado participates in the Western Interstate Student Exchange Programs, which connect students in 16 western US states with reduced tuition rates in programs within the region.13 Over 30 Colorado colleges and universities are approved by SARA (State Authorization Reciprocity Agreement), a nationwide system that evaluates the quality of online degree programs and facilitates interstate educational requirements.14
Connecticut
The average tuition of Connecticut's 6 best online colleges is $15,677. The most affordable school is Southern Connecticut State University, which charges $5,924 per year in annual tuition. The best value school in Connecticut is University of New Haven, where tuition is $20,150 per year. Residents of Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont can enroll in certain Connecticut degree programs at a discount through the New England Regional Student Program.15 Tuition waivers may be granted to eligible veterans, active members of the Connecticut Army and Air National Guard, and certain dependents at Connecticut state colleges and universities.16

Hawaii

Hawaii participates in the Western Undergraduate Exchange, the Western Regional Graduate Program, and the Professional Student Exchange Program, which connect distance education students in 15 western states with reduced tuition.23 Native Hawaiian students qualify for scholarships from the Office of Hawaiian Affairs, which publish information about other college resources for Native Hawaiian students.24
Idaho

The Midwest College Exchange Program offers reduced tuition rates to regional students for specific programs, at a maximum of 150% of the in-state resident tuition rate at public institutions and a 10% reduction at private institutions.29 37 Indiana schools are approved by SARA, which sets national standards for online education based on academic rigor, faculty quality and support, online student support, and academic integrity.30
Iowa

The best value school in Iowa is Maharishi International University, where tuition is $16,000 per year. Iowa Tuition Grants are available on a need-basis to undergraduate state residents enrolled in Iowa’s eligible private colleges or universities. Applicants with greatest financial need hold highest priority.31 The Kibbie Grant provides half of the average Iowa community college tuition for up to two years of study to Iowa residents enrolled in specific career or technical education programs.32
Kansas

The best value school in Kansas is University of Kansas, where tuition is $11,916 per year. The Kansas Board of Regents offers college scholarships to Kansas resident undergraduates, nursing students, military service members, teaching students, career technical students, and students who are members of an ethnic minority.33 The University of Kansas offers in-state tuition rates to undocumented immigrants, and tuition fee waivers to current or former military personnel as well as senior citizens.34
Kentucky

The best value school in Kentucky is University of Kentucky, where tuition is $17,100 per year. Kentucky belongs to the Academic Common Market, a program that allows residents of the 15 Southern member states in-state tuition rates at all participating schools.35 The Kentucky Educational Excellence Scholarship (KEES) is a merit-based program that awards students funds for college based on their academic performance in high school.36
Louisiana

Maine

Massachusetts

Mississippi

Missouri

Montana

Nebraska

New Hampshire

New Jersey

New York

North Carolina

North Dakota

Pennsylvania
The average tuition of Pennsylvania's 25 best online colleges is $21,064. The most affordable school is Slippery Rock University of Pennsylvania, which charges $7,716 per year in annual tuition. The best value school in Pennsylvania is University of Pennsylvania, where tuition is $19,040 per year. Certain Pennsylvania schools offer reduced out-of-state tuition from the standard 225% of the resident (PA) rate if the nonresident students are from a neighboring state or majoring in a specific field.77 Pennsylvania State Grant Program provides financial aid for residents.78
Rhode Island
At $13,365, Johnson & Wales University - Online has the lowest tuition in the state. Nonresidents of neighboring states can access Rhode Island degree programs at reduced tuition rates through the New England Regional Student Program.79 Graduating Rhode Island high schools seniors who demonstrate academic merit and financial need can receive aid through Rhode Island’s Academic Promise program and can be used at any eligible school that participates in the Federal Financial Aid programs across the nation or abroad.80
South Carolina
The average tuition of South Carolina's 15 best online colleges is $13,824. The most affordable school is University of South Carolina-Aiken, which charges $4,896 per year in annual tuition. The best value school in South Carolina is Citadel Military College of South Carolina, where tuition is $13,140 per year. Residents of regional southern schools can qualify for in-state tuition at participating South Carolina schools through the Academic Common Market.81 State grants and scholarships can be found through the state's Commission on Higher Education website.82
South Dakota

Texas

Utah

Vermont

Washington
The average tuition of Washington's 11 best online colleges is $13,505. The most affordable school is Central Washington University, which charges $6,006 per year in annual tuition. The best value school in Washington is Seattle University, where tuition is $45,765 per year. Washington D.C.
The average annual tuition at Washington D.C.'s seven online colleges and universities is $37,060. At $9,552, University of Phoenix has the lowest tuition in the state. The DC Tuition Assistance Grant offers residents up to $10,000 toward the difference between in-state and out-of-state tuition at public universities and $2,500 per year toward tuition at either a private university within DC or any one of the private Historically Black Colleges and Universities (HBCUs) across the US.96 Adult students returning to college to complete a degree are eligible for financial aid through the DC Adult College Completion Initiative.97
West Virginia
The average tuition of West Virginia's 10 best online colleges is $10,420. The most affordable school is West Virginia University at Parkersburg, which charges $5,304 per year in annual tuition. The best value school in West Virginia is West Virginia University, where tuition is $10,380 per year. Wyoming
Wyoming college programs offer discounted tuition rates to residents of 15 regional states through the Western Interstate Commission for Higher Education’s student exchange programs.102 The Wyoming National Guard Education Assistance Plan pays for up to 100% of active members' tuition at the University of Wyoming, a Wyoming community college or approved technical institution.103
